I have a network share that all my photos are uploaded and stored to, I would like changes ( specifically tagging, rating, and categories ) to reflect on my laptop and desktop the same. Is there a way I can specify to ACDSEE that it use a database on the network share as well? that way both devices could be directed to look at the same database?

The following should work as long as you don't try to use ACDSee on both computers at the same time.
(1) Find the current database location from Tools menu > Options > Database > Database location
(2) Copy all the db files to a new location of your choice
(3) Point ACDSee on one computer at the new location (set with the above option) and then close ACDSee (the new location will only be used next time that copy of ACDSee is run)
(4) Repeat (3) on the other computer
You should then be able to delete the db from the old locations if you wish.
