This may not be feasible, but it would occasionally save a lot of time and tedium.
To make a few of my JPEG images fit the Zenfolio 12 MB limit, I need to use the Resize tool, preferably with minimal shrinkage, which can take a lot of trial and error. I want to specify a new file size, rather than any of the scaling options offered in the Resize dialog. Even if that meant processor-intensive trial and error on the part of the software, better perhaps it than me.
