I am currently using the trial version of Pro 3. Previously I have used Photo Manager 8. I have noticed that when I put my folder in ROES to order prints the Edited pictures I've done from Pro 3 show up in ROES twice. When I open the folder there is only 1 version. How do I get this to change on ROES when there obviously is not two copies of the exact image number twice?

I'm not sure wha ROES is, but I'm guessing it is showing you the hidden "Originals" that ACDSee creates in order to implement non-destructive editing. Instead putting the whole folder into ROES, can you instead just select the files within the folder (ctrl-a, or ctrl-i to just get the image files)? That would prevent the Originals from getting included too.

I haven't tried using ROES as yet via ACDSee but I find it a bit unbelievable that the moderator of this forum doesn't know what it is. ROES is the standard used by most or the best on line printers

I don't know what it is either - and I have never used an online printer, best or otherwise, as I do all my printing myself. I have frequented photography based forums for a long time now and have never come across it.
I'm not sure why a moderator on any forum should know it or why you should not believe him when he says he doesn't know.
As far as I know most moderators are members of a forum whose role is to moderate the 'social' side - monitor for things such as abuse - their qualification is simply an interest in the focus of the forum. They do not have to past tests on knowledge - if they did they would expect to be paid employees.

Never heard of ROES either.
But I'd suspect Marc is right. When you drag&drop entire folder to a program, you also put there the hidden folder with hidden original files. Thus they appear twice.

The "job" description for forum moderator (it's an all-volunteer cast of fellow users - no ACD employees involved) in no way requires one to know about standards used by online printers. We're just here to keep discussions moving smoothly - including asking for more information (like, what is ROES) when we feel that might help.
