Mouse-over pop-ups don’t appear most of the time. I have seen them a couple of times, and I have no idea what I may have done differently then.
My configuration: Windows Vista Home Premium (although I think I had the same issue in Windows XP previously)
    In Tools>Options>File List, I checked:
--Show mouse-over pop-ups for items in file list
    --Show file information in pop-ups
    --Show thumbnail pop-ups
I tried resetting Configure Pop-ups…, which made no difference.

    Thanks for any help.

I don't have an answer, but here are some other things to consider and look into:

First, are these by any chance excluded folders? Are these RAW files or other types? Do you have high quality thumbs enabled? What happens if you run Database->Rebuild Thumbs?

No, the folder is not among those excluded.
All the images in view are .jpg. The RAW files are present but Hidden (I do my RAW editing in Canon Digital Photo Professional).
In Tools>Options>File List, Generate high quality thumbnails is checked, and unchecking it didn't help.
Database>Rebuild Thumbs seemed to do nothing.
    Incidentally, I've also customized Tools>Options>File List>Configure Pop-ups.
