I need to print 21 images of size 38mm x 45mm. As my printing service does not print to 38mm x 45mm, I want to add the 21 images to an A4 sized image and then print this (and then cut out the individual images). I thought I was able to do this with ACDSee before but I can't remember how I did it! Can anyone help?

I'd suggest you use the Contact Sheet options in the Print dialog.
I've frequently used this to print two A5 images on an A4 sheet (for insertion in an A4 album), but you can vary the number of rows and columns, and the margins and spacing, to suit your needs.
