I couldn't agree with you more. Trying to determine what categories are assigned to an image is probably one of the more frustrating things to figure out in ACDSee. Now in ACDSee 3.0, the only real place to find out is in the Properties pane.

However, working with things as they are in v3, have you considered having the Properties pane open instead of the Organizer pane? The Database tab on the Properties pane lists all assigned categories (just above the Category tree at the bottom).
I agree it is there. But I rarely switch to the properties pane and it is an extra step to have to do. DigiScrappers spend a majority of their time in the organize pane. Taking away the assigned flags on the categories in the organize pane just makes the software harder to use if you are using MANY categories.
